This may be a crazy idea, but I was thinking of making a trick-or-treating map for Whaletown.
If you are decorating your house and giving out sweet treats this year let me know your address if I can include you on the map. I have no idea if or how this will work yet, but I want to lure more kids over here from the Southside. In a non-creepy but very spooky sort of way.
Also boat people who are docked, this could be something you might want to try to.

I dream of Whaletown being Halloween town lol.
