Harbour Authorities are incorporated, not-for-profit organizations who, through a lease agreement with Small Craft Harbours, are responsible for the management, operation, and basic maintenance of public fishing harbours throughout Canada. Their main goal is to create and operate safe docks to support the commercial fishing industry. Government docks are owned by Small Craft Harbours, but every Harbour Authority in BC is its own independent legal organization and is responsible for setting the operating policies and procedures for their individual docks. This includes setting moorage rates, maximum length of stay, insurance requirements and liveaboard policies.
