The Youth Programs Manager oversees the
coordination, administration, and delivery of the CCHA Youth programs including
fundraising, budgeting, basic website updates, innovation and program development,
outreach and promotion, planning, organizing, staffing, human resources, monitoring and
evaluating program activities.
Introduction to the Cortes Community Health Association
The Cortes Community Health Association (CCHA) is a charitable organization that operates the Health
Centre with medical services, and delivers community wellness programming, through its Family and
Youth Programs.
It is the mission of the CCHA Youth Programs to provide the children and youth of Cortes Island with
consistent weekly programming for all school-age groups, as well as a number of activities and events
throughout the school year. Our mandate is free, accessible, inclusive, and equitable programming for
all the school-age children and youth of Cortes Island.
The CCHA also employs a Family Services Coordinator who provides services to families with young
children, as well as other more broadly defined community wellness projects.
Our youth program goals are to support the children and youths sense of personal autonomy,
resilience, self-esteem, self-expression, confidence, and empathy as well as healthy relationships and
group involvement in an inclusive, safe, fun, team-building, and skill-building environment. Through
our programming we endeavor to bridge the varied socio-economic backgrounds and developmental
needs of our island; foster relationships and connections between the groups of children attending
different educational and schooling programs; and support the development of important emotional,
physical, and life skills that will support Cortes youth as they move out into the larger world.
The current offering of CCHA Youth Programs includes:
Creative Critters (ages 5 and 6) outdoor play-based activity program with creative and natural
crafts.
Kids in Action (ages 7 9) outdoor-year round, creative, nature-based afterschool
programming includes hiking, cooperative games, sports, and creative arts.
Adventures in Leadership (ages 10 12) outdoor, year-round, provides leadership development,
healthy recreation, and skill-based programming for pre-teens.
Teen Szene (ages 13- 17) provides a clean, safe, supervised weekly hang-out space for teens,
monthly weekend parties, and access to educational information and resources.
Cortes Cougar Sports (ages 7 15) organized sports sessions include track and field, soccer,
basketball, volleyball, baseball, floor hockey, ultimate Frisbee, and more.
CCHA Youth Program Coordinators develop, implement and evaluate these programs. Each program also
has a hired assistant, as we have a policy for all outdoor programs, that two adults must be present.
Primary Duties and Responsibilities of the Youth Programs Manager
The Youth Programs Manager consults with the Youth Program Director and performs a wide range of
duties including the following:
Lead the Programs
- Supervise program staff by providing direction, input, and feedback
- Occasionally attend and participate in programming sessions to stay connected to actual program
delivery
- Communicate with parents, school support staff, and other stakeholders to promote programs,
schedules and gain community support, and solicit input to improve programs
- Coordinate the delivery of services among different program activities to increase effectiveness and
efficiency
-Liaise with skilled community members; create and maintain a working list of skilled guest facilitators
available for Coordinators
Staff the Programs
- Leads in recruiting, interviewing, and selecting well-qualified program staff
- Temporarily replaces Coordinators when they are unable to attend programming, or find substitutes
- Temporarily coordinates a program if the program is unstaffed during hiring; this could include
administrative coordination in conjunction with a hired facilitator(s) or coordination and facilitation.
- Implement the human resources policies, procedures, and practices of the organization
- Ensure that personnel files for the program are properly maintained and kept confidential
- Ensure that all program staff receive an appropriate orientation to the organization and applicable
policies and guidelines
Grant Writing and Fundraising
- Collaborate with CCHA Administrator, CCHA Family Support Coordinator, and Youth Programs Chair,
in grant writing
- Complete all reporting for Youth Program grants, according to appropriate deadlines
- Write and submit the BC Community Gaming Grant annually, in collaboration with CCHA
Administrator and CCHA Family Support Coordinator
- Seek diverse funding opportunities to further enrich and develop programming every year
- Support local small-scale fundraising initiatives run by youth program participants.
Program Promotion and Communications
- Coordinates monthly design and distribution of advertising online and in printed flyers
- Ensure program activities and/or changes to planned programming reach intended stakeholders in a
proper time frame

Program Tracking, Monitoring, and Evaluation
- Write reports on the programs for CCHA Board and for funders
- Monitor budgeted program expenditures and submit them to the Administrator for payment
- Review financial reports provided by the Administrator and compared budgets with actual expenses
- Report financial variances to the Administrator and the CCHA Youth Programs Chair
- Identify and evaluate the risks associated with program activities and take appropriate action to
control the risk
-Set annual goals for each program in September at the start of the school year, in accordance with the
mission and goals of the CCHA
- Conduct a yearly assessment of child and youth demographics on Cortes Island
- Monitor program activities regularly and conduct an annual assessment of program effectiveness in
June, against goals set in September
- Report evaluation findings to the Youth Programs Chair and recommend changes to enhance the
program, as appropriate
- Develop and update programming accordingly in collaboration with Coordinators and in alignment
with the changing needs of the island community and child and youth demographic
- Oversee the collection and maintenance of records for safety and statistical purposes according to
the confidentiality/privacy policy of the organization
Communications within organization
- Consults with the CCHA Program Director on any important matters that arise, including any reported
incidents that occur in the delivery of the programs.
- Organizes occasional meetings and or/reporting with Youth Programs Chair, Administrator, and Youth
Program Coordinators as needed.
-Submits monthly invoice of hours worked to Administrator within 5 days of the end of the month;
reminds all staff to do the same.
Qualifications
All applicants should have proven leadership, supervision, fundraising, budget management and
program development experience. They must also have experience in programs that work with school-
age youth. Concrete, demonstrable experience, and other qualifications include:

Proficiency in the use of computers for:
Word processing
Spreadsheets
E-mail
Basic graphic design (i.e. creating flyers and promotional materials)
Preferred Experience
2 years experience in a related field
Compensation
- approximately 30 hours per month
- pay rate is negotiable based on experience and qualifications (starts at $24/hr)
- position continuity is based on a yearly review of available grant funding
