PC Care, masquerading as a Windows Service Centre, likely located in India, has discovered Cortes Isand. They phone you and tell you that your Windows computer system is about to crash, that they monitor this on behalf of Windows. To doubtful customers, like me, they directed me to a part of my computer that logs events. Sure enough there are numerous error messages and warnings. That's when they push you to be passed to a "technician". If you go that route, you better cancel your credit cards, and rebuild your computer. I indiated that I would turn this over to my spouse, a retired IBMer and they should call back. Of course, they never did. A check at an IT fraud website and at Windows Systems made it clear, it's a criminal outfit out of India. The error messages and warnings are harmless and part of the normal interactions your computer has with cyberspace.
So, if they call you, I suggest that you tell them that what they are doing is criminal, namely getting financial and other information from your computer, and that they should never call you again.
